ABOUT US

We help Kenyan government agencies (Contracting Authorities) get Public Private Partnership (PPP) projects done. We do this by supporting and advising on technical, legal and financial requirements in originating, structuring and prioritization of PPP projects within the public budget framework.

In realizing this shared goal, we work shoulder to shoulder with contracting authorities right from project identification, through the phases of appraisal, procurement, negotiation, contracting to the operational and handback stages, providing support at every step of the project development journey to deliver real and sustainable investments.

We do our work fully guided by the Kenyan law on Public Private Partnerships – the PPP Act 2021. Administratively, the Directorate falls under the National Treasury.

Key Roles

Originating, guiding and coordinating the selection, ranking and prioritization of public private partnership projects
Overseeing project appraisal and development activities of contracting authorities including providing technical expertise in the implementation of projects
Guiding and advising contracting authorities in project structuring, procurement and tender evaluations
Leading contracting authorities in contract negotiations and deal closure
Conducting research and publishing findings on public private partnerships in order to ensure the continuous improvement of public private partnership projects

CURRENT PARTNERSHIPS

The World Bank support (2013 – 2024) to the PPP Directorate through the Infrastructure Finance and Public Private Partnerships (IFPPP) Project had the overall objective of increasing private investment in the Kenya infrastructure market across sectors. The support mainly targeted PPP transaction advisory services and the operationalization of the Directorate’s Project Facilitation Fund.

The African Legal Support Facility (ALSF) has through various initiatives supported the Directorate in the review and development of standard documentation and templates for the PPP process as well as in the provision of sector specific capacity building programmes.

The Government of Kenya (GoK), represented by the National Treasury and Economic Planning (NTEP), has entered into a Memorandum of Understanding (MoU) with the Private Infrastructure Development Group (PIDG) Limited to provide technical assistance to the PPP Directorate (PPPD) towards developing a pipeline of bankable and market ready Public Private Partnership (PPP) projects.
