Procurement under Exchequer Allocation

The Public Private Partnerships Directorate works in concert with the Public Procurement Department under the National Treasury, to procure goods and services using funds appropriated to it by the Exchequer. Article 227 of the Constitution requires that such procurement be undertaken under a system that is fair, equitable, transparent, competitive and cost-effective.
The procurement of goods and services is further governed by the Public Procurement & Asset Disposal Act (PPADA) of 2015, that ensures efficient and effective public procurement and asset disposal and lays out the processes in respect to:

Procurement under World Bank Credit

The Public Private Partnerships Directorate works in concert with the World Bank, to procure goods and services using funds appropriated to it through its World Bank credit under the Infrastructure Finance and Public Private Partnership and Infrastructure Finance (IFPPP) and Public Private Partnerships – Additional Financing (IFPPP-AF) facilities.

These procurements are guided by the World Bank Procurement Regulations for IFP Borrowers – Procurement in Investment Project Financing (Goods, Works, Non-Consulting and Consulting Services), 5 th Edition September 2023.
