Argwings O. Owiti, MPRSK
Head of Communications
Argwings is an experienced Communications Specialist with over 22 years of experience in communications and public relations space. Prior to joining the Directorate 5 years ago, he served as the Communications Specialist for the National Treasury’s Public Financial Management Reform Programme for more than 10 years.
He is well grounded in the operations of the public financial management system – all the way from revenue collection and administration through to the budgeting processes, budget execution, accounting and reporting, procurement and the public expenditure control and oversight functions – having worked at the National Treasury since June 2007.
Before joining the National Treasury, Mr. Owiti worked as the Head of Public Communications in the Ministry of Youth and Sports where he provided leadership in communications and advocacy in the lead up to the Global Youth Employment Summit held in Nairobi in 2006 and the launch of the Youth Fund in early 2007.
He began his career at the Ministry of Information and Communications as an information officer. He has also worked as a part time lecturer in media and communications at both Maseno and Moi Universities.
Mr. Owiti holds a Master of Arts Degree in Communications Studies, a Post Graduate Diploma in Journalism and a Bachelor of Arts Degree in Government, all from the University of Nairobi.
He has previously served as an Alternate Director to PS/National Treasury at the Kenya Film Commission and the Northern Water Works Development Agency.
In the current role, he oversees all internal and external communications initiatives of the Directorate. The function also has a mandate over stakeholder engagement activities for PPP projects under the Directorate.
