He is well grounded in the operations of the public financial management system – all the way from revenue collection and administration through to the budgeting processes, budget execution, accounting and reporting, procurement and the public expenditure control and oversight functions – having worked at the National Treasury since June 2007.
Before joining the National Treasury, Mr. Owiti worked as the Head of Public Communications in the Ministry of Youth and Sports where he provided leadership in communications and advocacy in the lead up to the Global Youth Employment Summit held in Nairobi in 2006 and the launch of the Youth Fund in early 2007.
Mr. Owiti holds a Master of Arts Degree in Communications Studies, a Post Graduate Diploma in Journalism and a Bachelor of Arts Degree in Government, all from the University of Nairobi.
In the current role, he oversees all internal and external communications initiatives of the Directorate. The function also has a mandate over stakeholder engagement activities for PPP projects under the Directorate.
