Mr. Wagunda holds a Master of Arts in Economics from Nagpur University, as well as a Bachelor of Commerce degree from the same institution. He also earned a Diploma in Tax Administration from the Income Tax Training School, Nairobi (now part of the Kenya School of Revenue Administration), further strengthening his expertise in fiscal governance and revenue systems.

Prior to his appointment as Principal Secretary, Mr. Wagunda had a long and distinguished career at the Kenya Revenue Authority (KRA), where he rose to the position of Deputy Commissioner, Intelligence and Strategic Operations. In this role, he played a key part in enhancing tax compliance frameworks, strengthening enforcement mechanisms, and reinforcing institutional governance within revenue administration.

As Principal Secretary, he leads the State Department for Public Investments and Assets Management, a critical arm of government mandated to safeguard, oversee, and optimize the performance of Kenya’s public investments and state corporations. Under his leadership, the Department has emphasized asset transparency, corporate governance reform, and digital transformation as central pillars for improving fiscal discipline and enhancing economic efficiency.

Mr. Wagunda is widely recognized as a reform-oriented and systems-focused public servant, committed to modernizing public sector institutions. His vision is to ensure that Kenya’s public assets are effectively safeguarded, strategically leveraged, and sustainably managed to deliver long-term value for current and future generations.
