He is currently the Director of Committees and Programmes at the Council of Governors (CoG), where he is responsible for coordinating the sector committees of CoG towards the evolution of policies, laws, regulations and administrative actions that enhance devolution and the common interest of County Governments in Kenya.
Hon. Wangalwa is an alumnus of Moi University and the University of Nairobi where he graduated with an MBA in Strategic Management and a Bachelor of Arts in Economics in 2009 and 1990, respectively.
Hon. Wangalwa has previously served in other capacities including:
  • First Deputy Governor, Busia County
  • Governance consultant for Winrock International and GIZ in the Republic of South Sudan providing technical assistance and capacity building services in the establishment of sub-national governments.
  • National coordinator at National Taxpayers Association (NTA) Kenya, promoting citizen demand for accountable use of public resources through social audit of the Constituency Development Fund (CDF) and mobilization of civil society and the citizens.
  • Local governance advisor at SNV Netherlands Development Organisation, providing advisory and capacity development services to local governments and local governance institutions in Kenya to enhance stakeholder collaboration and improved demand and supply of public services.
  • Principal Economist at Ministry of Local Government.
  • District Development Officer in Kwale, Tana River, Mombasa, Machakos and Busia districts (now counties), facilitating economic development planning and coordinating district development planning and the implementation of projects and programmes.
  • Teacher of Mathematics and Economics deployed by the Teachers Service Commission to Busiada Girls’ Secondary School in Busia County.
