Ms.Neala Wanjala
Director, Legal Services
Neala is an Advocate of the High Court of Kenya and holds a Bachelor of Laws Degree from the University of Nairobi, and a Master of Laws degree from the University of London. She also has an MBA degree from the United States University, Africa. She is a certified PPP professional (AMPG CP3P) and certified public secretary (from the Institute of Certified Secretaries, Kenya).
She has worked within the financial sector for over 20 years, both at private commercial banks and within the financial regulatory financial space in Kenya. She has been at the PPP Directorate of the National Treasury for almost 5 years, and has held various positions in the Legal Department, prior to her appointment to the role of Director, Legal Services in June 2024.
As the head of the Legal team, she has oversight over the entire spectrum of project development from project initiation and screening to contract execution and management. The Legal Department also has a critical mandate as the Secretariat to the PPP Committee, the overarching policy and decision-making institution that provides crucial approvals for PPP projects. The Legal Department also has a regulatory mandate, which entails reviewing of sector laws and making recommendations for fresh enactment, refinement or amendment to accommodate PPP Projects.
