Samwel Onyango

Samwel is an experienced financial management specialist with 20+ years in public sector financial management. His key accomplishments include the development of the Project Financial Management Manual currently in use by various GoK/IFAD funded projects and the ability to prepare accurate and timely financial reports with clean audit reports for the past 9 years of his financial reporting experience.
He led the GoK/IFAD Upper Tana Project finance team in achieving the first ‘Highly Satisfactory and Low Risk Rating’ ever recorded over the forty (40) year GoK/IFAD collaboration in the country.
During his tenure as a Chief Accountant at the Resource Mobilization Department of the National Treasury, he facilitated a critical change in the management of Special Accounts from Offshore to Inshore accounts with Commercial Banks and eliminated Special PMG Accounts with the Central Bank of Kenya which led to reduction in funds-flow delay by 14 days.
With his PFM leadership at the Upper Tana NRM Programme, he facilitated the realization of over 85% performance on overall execution of annual work-plan and budget, with 95% achievement of annual liquidity targets.
He is a holder of an MBA (Finance Option) from the University of Nairobi and is a Certified Public Accountant of Kenya. Samwel is also a member of the Institute of Certified Public Accountants of Kenya (ICPAK).
