Eng. Kefa Seda Appointed as Director General of the PPP Directorate

Eng. Kefa Seda has officially assumed the position of Director General (DG) of the Public-Private Partnerships (PPP) Directorate. This follows his appointment by the Public Service Commission as the new Director General on the backdrop of a successful interview by the Commission.

Eng. Kefa’s appointment, which is effective from April 1, 2025, marks a significant milestone for the Directorate as he becomes the second Director General since the PPP Unit was elevated to a full Directorate in 2021. He succeeds Mr. Christopher Kirigua, who was reassigned to serve as Kenya’s Deputy Head of Mission in Washington D.C., United States, in 2024.

Before stepping into this new role, Eng. Seda was the Deputy Director in charge of Construction at the PPP Department of the Kenya National Highways Authority (KeNHA) since 2017. He first joined KeNHA in 2014 as a Senior Engineer and later led the Construction Department. During his tenure, Eng. Seda was instrumental in major PPP projects such as the Nairobi Expressway and the proposed Nairobi-Nakuru-Mau Summit Project PPP.

In addition to his role at KeNHA, Eng. Seda’s professional experience includes positions as a Senior Training Engineer with GIBB Africa, a Highways Engineer with Norken International, and a Materials Engineer with Apec Consortium Limited. He is a registered engineer with the Engineers Board of Kenya and a member of the Institute of Engineers of Kenya. Furthermore, Eng. Seda is a certified PPP professional (AMPG CP3P).

Eng. Seda holds a Bachelor’s degree in Structural and Civil Engineering from Moi University and an MBA from Strathmore Business School.
