The exercise brought together stakeholders to deliberate on the proposed Public Private Partnerships (Amendment) Bill, 2026, the draft Public Private Partnerships (General) Regulations, 2026, and the draft Public Private Partnerships (Project Management) Regulations, 2026.
The forums provide a platform for citizens and stakeholders to review the legal instruments and submit their views before their finalisation.
Speaking on behalf of the Principal Secretary for Public Investments and Asset Management, Mr. Cyrell Odede, PPP Directorate Director General Eng. Kefa Seda reaffirmed the Government’s commitment to strengthening the PPP framework through an inclusive and consultative review process. He noted that the proposed amendments seek to address editorial and operational gaps, enhance clarity, and improve implementation while incorporating stakeholders’ views. He further emphasized that Public-Private Partnerships extend beyond mobilizing private financing by leveraging private sector efficiency, innovation, and expertise to deliver sustainable infrastructure and quality public services.
Kisii County Commissioner Mr. James Maina underscored the need to align the PPP legal and regulatory framework with the Government’s current policy direction.
He observed that Kenya’s growing demand for infrastructure and public service delivery requires stronger collaboration between the Government and the private sector, emphasizing that stakeholder participation is essential in shaping a responsive and effective framework.
The public participation exercise will continue across the country until 29th July 2026, offering citizens and stakeholders an opportunity to contribute to a stronger, more effective PPP legal and regulatory framework.
