Request for proposals for Transaction Advisor services to the Government of Kenya for the proposed Nairobi Smart Street Lighting PPP Project

TRANSACTION ADVISORY SERVICES FOR THE PROPOSED NAIROBI SMART STREET LIGHTING PROJECT

  1. The Government of Kenya (“GOK”) represented by The National Treasury and Planning has entered into a Memorandum of Understanding with the Private Infrastructure Development Group Limited (“PIDG Ltd”) to provide technical assistance support to the Public Private Partnerships Directorate (“PPPD”). As part of the technical assistance support, the United Kingdom’s Foreign, Commonwealth and Development Office (“FCDO”) and PIDG Ltd have committed a grant funding to be used to fund early-stage project preparation costs including procurement of Transaction Advisors to help PPPD develop a pipeline of market ready PPP projects which can attract private investment.

Accordingly, the GOK and PIDG Ltd have identified the Nairobi Smart Street Lighting PPP Project for provision of technical assistance in structuring the project for private sector participation, where Nairobi Metropolitan Services is the Contracting Authority (“NMS”). The Parties wish to explore the feasibility of implementing the Nairobi Street Lighting project as a public-private partnership (PPP) project and thus intend to procure the services of a consortium of experienced Consultants to assist through the various phases of the PPP project cycle.

The Nairobi Metropolitan Services and the Private Infrastructure Development Group Limited, now invites proposals from eligible Consultants (“Transaction Advisor”) representing a team of suitably qualified and experienced financial, technical, legal, environmental and social specialists. Interested Consultants should provide information demonstrating that they have the required qualifications as per the detailed requirements in the Terms of Reference and proof of relevant experience. The Transaction Advisor is expected to: (a) Undertake a comprehensive Feasibility Study for implementing the Nairobi Street Lighting Project under the PPP Framework; (b) If confirmed as feasible for delivery through the PPP mode, advance the project to procurement stage through provision of the necessary support to the Contracting Authority up to Financial Close.
